Consequent to the Cabinet Secretariat Notification No.1/22/4/2007-Cab. dated 10-05-2007, the name of the Ministry of Small Scale Industries has been changed to Ministry of Micro, Small and Medium Enterprises (MSME). The name of the Office of the Development Commissioner ( Small Scale Industries ) has also been changed to Office of the Development Commissioner ( Micro, Small and Medium Enterprises ). As per Office Memorandum No. 2(14)/2007-MSME-Pol. dated 27-06-2007 issued from the office of AS & DC (MSME ), the Regional Testing Centre ( RTC), Kolkata has been renamed as MSME - Testing Centre, Kolkata.
This MSME – Testing Centre, Kolkata
presently under Ministry of MSME, Govt. of India, is providing
Test and Calibration services to SMEs as well as Inspection
agencies of eastern and north- eastern part of the country through its different
laboratories namely, Chemical, Electrical, Mechanical and Metallurgy including
Non-Destructive Testing.
This
Testing Centre
was set up in the year 1974 primarily for the small scale industries of Eastern
and North-Eastern regions. The Centre initially started functioning in SISI ( now
MSME-DI)
premises and was later shifted to its present Building ( in the year 1991 )
which is a centrally air-conditioned building having floor area of 3200 square
meter. The
Centre
is consistently adding sophisticated, computer-aided, microprocessor-operated,
imported / indigenous equipment, balancing machines in all the Divisions
depending on the needs felt.
MSME,Testing Centre, Kolkata is an accredited laboratory under National Accreditation Board for Testing & Calibration Laboratory (NABL) adopting the quality system as per international standard ISO/IEC 17025 and it is a matter of pride that the test and calibration reports of MSME, Testing Centre, Kolkata are almost globally acceptable due to Mutual Recognition Agreement (MRA) between International Laboratory Accreditation Cooperation (ILAC) & Asia Pacific Laboratory Accreditation Co-operation ( APLAC ) and NABL.
Besides SMEs, some of our regular clients are BIS, RDSO/RITES, CPWD, NTPC, BATA, West Bengal State Electricity Board, Garden Reach Shipbuilders and Engineers Ltd., Andrew Yule, Excide Battery. Depending on the local requirements, new Test & Calibration facilities are being created from time to time. The Centre is also conducting Long Term/ Short Term training programmes on Testing, Calibration & Conformity Assessment for the entrepreneurs/ industry personnel under Human Resource Development activities.

1. Implementation of International Standard ISO/IEC 17025:2005, current and its updated versions as and
when published.
2. Time bound services to the desired level of satisfaction of the customers.
3. Up-gradation/enhancement of facilities by inclusion of new Test/ Calibration avenues for expansion of scope.
4. Development of skills, capabilities and expertise of the calibration personnel by means of suitable training.
5. Confidentiality of customer’s test and /or calibration results.
6. Assuring quality in Test/calibration by periodical review of the Quality Management System and by adopting
suitable techniques.
7. Continual Improvement and Effectiveness of the Management System.8. The requirement that all personnel concerned with testing and calibration activities within the laboratory
familiarize themselves with the quality documentation and implement the policies and procedures in their
work.
9. Maintaining the Integrity of management system irrespective of change of management system.
